I've since ascertained they were 'cold so she made them baby-gro's', this is apparently why there are holes cut for their legs. I'm much relieved by this explanation!
When my kids were still pre-school they would often play "dee dee hospital." We would often find stuffed toys with bandaged legs or heads or wrapped like cocoons in tissue paper. My daughter was in charge and she liked to sort and classify them after "surgery." Other than that, I have no idea. Haha.
At least the bags weren't over their heads or the tags attached to their toes, eeeek.
